HICKLING PARISH COUNCIL
MINUTES OF PARISH COUNCIL MEETING HELD ON
Monday 12th April 2010, at 7.30pm in the Community Hall

7.15PM Public Participation -
The Chairman welcomed two parishioners.

The following point(s) were raised:

Mr L Beales queried when the parish council would be meeting with the football club regarding the football club facilities after the sale of the changing rooms, he was reassured that this will be in the next few weeks. The grass cutting was also queried as to whether we were changing to contractors in the future, as in the past this had not worked out successfully where the football pitch was involved with not enough cuts. He stated that the football club are quite happy to continue to cutting the grass on the pitches.

It was requested that the road markings outside the Greyhound be remarked and a middle line introduced along Stubb Road for approx 8-9ft as vehicles are continually cutting the corner off the junction, which is causing some concerns over safety issues. Clerk to follow up.

7.30pm The Parish Council meeting commenced with no public participation -


1. APOLOGIES - County Councillor P Rice, Councillors L West, D Beales, K Moody, I Watton, Nick Baker and Vice Chairman H Purnell and PCSO J Hawes.

2. MINUTES OF LAST MEETING -
These were approved as circulated.

3. MATTERS ARISING -
Item 5d, no one had come forward to take this task on. Clerk to diary.
Item 5f, Anglia Afloat this month had an article featuring HEARA.
Item 6c, Clerk to follow up Abbey, re name change on account

4. DECLARATION OF COUNCILLOR'S INTERESTS FOR THIS MEETING -
Chairman V Tallowin declared a personal interest in planning item 7.2
Cllr N Baker declared a personal interest in planning item 7.1 & 2.
Cllr K Moody declared a personal interest in planning item 7.1

5. CORRESPONDENCE -

a) Broads Authority - Practical Guide of Duty to Regard. Clerk to file

b) Norfolk Infrastructure Fund - Replies from Daniel Cox and Mike Jackson.

c) Mazars - Annual Return Forms. See item 6d

d) Norfolk Community Foundation - Comic Relief application unsuccessful, but can apply again next year.

e) NNDC - Code of Conduct reminder. Letter circulated to all councillors.

f) PCSO J Hawes - Crime report for period 01/03 - 11/04 only two crimes reported, 1 for criminal damage at staithe and 1 theft.

g) NNDC Mr P Gollop - Confirmation that insurance quote does cover our 3 independent advisors.

h) NNDC - Hire of Community Hall for election on 6th May. Clerk to respond.

i) Mr A Dalton - Letter with concerns over the slipway at the staithe. Clerk to respond.

c) Transfer of money into the charity 270199 bank account via name change.
Still waiting for Abbey. Clerk to follow up.

d) Mazars Annual Return forms, the deadline is the 30th June. Clerk to contact our accountant R Clark re the accounts noting that the recreation ground accounts must be separated from parish council accounts.

e) Rates on the Community Hall 2010-2011 - £366.30. Clerk to contact rates office when community hall is closed.

7. PLANNING -
Broads Authority - decision
1. Re Creation of Island in Duck Broad, Potter Heigham - permitted

NNDC - new applications
1. Hollymoor House, Heath Road - Change of Use of Stables from Domestic to Commercial livery - 'no objections' submitted with some comments.

2. Grove Farm, Ingham - Erection of Two 130m Wind Turbines with Associated Hardstandings, Access Tracks & Substation Compound - 'no objections' submitted with some comments.

Both the above applications were circulated before the meeting due to time restraints.

8. PARISH COUNCIL PROPERTY REPORTS
a) Staithe
1.Cllr MJ Elliott met with G&H Services to discuss possible options regarding the erosion of the bank near the seats/wooden barrier. It is the parish council's responsibility to keep dyke clear so it may require digging out.
Cllr MJ Elliott will have further talks with G&H with the view of obtaining quotes.

2. Mr Buckmaster has accepted vacant berth no 22. Clerk to issue invoice and agreement.
Mr Boughton has accepted vacant berth no 24. Clerk to issue invoice and agreement.

3. Report on winches from Mr M Scott, with the recommendation that both winches will require replacing in the near future, also that signs need to be erected for the use of the winches. More information is required for a decision next month.
Clerk to follow up.

4. Mr A Dalton has written in with complaints about the change in the slip way when the last quay heading was done.
Quotes from the original contractor and two others will be obtained in due course. Clerk to respond.

b) Community Hall
1. Cllr D Pugh had spoken with Abbotts about the absence of ' For Sale' boards at the Community Hall but it has now been erected. It would appear that we are not getting the service from the agent as anticipated.
Clerk to clarify with agent about meeting on the 30th April for the opening of the bids.

2. No further updates from the Hunnies.

3. The fire extinguishers have been checked and must be removed from the hall when sold as they belong to the parish council, it was also noted that the 'loft' area must be checked. This to be diarized for next month's agenda.

4. Broadlands Environmental Services Ltd (BESL) will be using the hall for an exhibition on the 26th April concerning the proposals of the work being undertaken at the NWT.

c) Chapel Pond
1.The bore hole work is still in progress as they are waiting for the NWT's new machine to arrive so the work can continue.

9. Solicitors
The Chairman & Clerk hand delivered the deeds for the Community Hall and land registry documents to N Hancox.

10. Funding Applications
The file with all funding applications and letters that Maggie Prettyman has submitted was circulated to all councillors.
No replies had been received as yet.

11. Grass Cutting
It was agreed to keep the grass cutting advert in the news sheet as we have 'lost' 2 volunteers from the rota, which makes it harder on the current crew.

12. Estate Agents
Clerk to clarify with the agents about the opening of bids on the 30th April and that the successful applicant will not be notified until after the parish council meeting on the 10th May when the bids will be reviewed.

There was no further business and the meeting was closed at 8.40pm.
