MINUTES OF PARISH COUNCIL MEETING HELD ON
Monday 1st March 2010, at 7.30pm in the Community Hall

7.15PM Public Participation -
The Chairman welcomed District Councillor S Partridge and one parishioner.
The following point(s) were raised:

It was queried when the work at the staithe would be completed and when the boats would be back into position ready for the Easter weekend. Clerk to follow up.


7.30pm The Parish Council meeting commenced with no public participation -

1. APOLOGIES - Councillor D Pugh, County Councillor P Rice and PCS J Hawes.

2. MINUTES OF LAST MEETING -
These were approved as circulated.

3. MATTERS ARISING -
Item 5h, Training was well received by Cllrs L West & D Beales

Item 6, A O Chapman & Sons (plots) this was paid out of money to be 'donated' to the HPF or RG Charity 270199 for the new build.

Item 8b4, Original Deeds/Conveyance documents were collected from solicitors WHB Wiltshire in Great Yarmouth.
Clerk to retain until required for sale of Community Hall/Plots etc.

4. DECLARATION OF COUNCILLOR'S INTERESTS FOR THIS MEETING -
Cllr N Baker expressed a personal interest on NNDC Planning, Item 7.1.
Chairman V Tallowin had expressed a prejudicial and personal interest and refrained from commenting on NNDC decision, Item 7.1 as being her application.

5. CORRESPONDENCE -
a) SMP/SEA - Shoreline Management Plan and associated Strategic Environmental Assessment the timetable has been reviewed and it now being published in March 2010. A copy was passed to HEARA.

b) NNDC -an allotment event to discuss any problems is being held in Cromer, 8 July.
As we have very few allotments and no problems so no need for anyone to attend.

c) NNDC - A Parish Council Toolkit booklet with various issues highlighted has been received. Clerk to keep on file.

d) NRCC - A Good Neighbour Project has been launched which may tie in with an Emergency Planning project.
Clerk to put in news sheet and follow up.

e) NNDC - A letter outlining the Proposed Norfolk Infrastructure Fund, whereby money is being redirected out of council tax on second homes and local housing. Clerk to respond.

f) HEARA - Anglian Afloat publication on vote on coastal flooding.

g) NNDC - Job Recruitment for the 2011 Census.

h) Mr R Donaldson - A copy letter regarding problems with potholes and speeding, with an answer from Highways that Stubb Rd does not come under the criteria for 30mph limit.
Clerk to forward to Cllr P rice and N Lamb MP.

i) Mr S Chinman - Resigning from the grass cutting rota.

b) Budget to Date - Distributed July, Oct, Jan & March

c) Transfer of money into the charity 270199 bank account via name change for Nat West & Abbey, still waiting reply.

d) Consuls information received and change of details form signed and a copy certificate requested.

e) Guarantee from the Parish Council, that the parish council approves in principle only the guarantee of any shortfall on the build costs for the new hall, (as long as it is deemed affordable).
If so this will be brought back to the parish council at a later date.
Vice chairman H Purnell proposed and Cllr L West seconded and all agreed to accept this motion in principle, to be revisited if and when necessary.

7. PLANNING -
NNDC -
1. Path Cottage, Staithe road - Erection of Single-Storey Side Ext, Front Conservatory and Pitched Roof to Front Ext -
no objections

NNDC - decisions
1. Prior Notification of Intention to Erect Agricultural Storage Building - Land at Willow Farm, Stubb Rd - permit
Chairman V Tallowin had express a prejudicial and personal interest previously in the above

8. PARISH COUNCIL PROPERTY REPORTS
a) Staithe
1.The staithe working party members waiting for Cllr D Pugh to return before arranging a meeting at the staithe.

2. Mr & Mrs B Sainsbury have accepted the vacant wet berth.

b) Community Hall
1. Due to the delay in advertising, the inclement weather and the Hunnies situation it was agreed to delay the sealed bids deadline to the 30th April at 12o/c with a completion date of mid June, dependant on circumstances and the buyer's wishes. Any bids will be opened at the estates agents office that afternoon with a meeting on the 4th May to vote on the successful bid.

2. The Hunnies have located a mobile unit and hope to be installed at the school by half term, 28th May.

3. The Community Hall has been successfully registered with the Land Registry at a cost of £150, Title No; NK397047.

4. Conveyance fees will be in the region of £600-700 per plot and copies of the conveyance and land registry documents to be sent to the solicitor. Clerk to respond.

c) Chapel Pond
1.The bore hole work has began but requires a mechanical tool to complete the sinking of the pipe. NWT may be able to help at the end of the month.

2. A quote for £50 to re-varnish/oil the picnic table was accepted. Clerk to respond.

9. ALLOTMENTS
The issue of allotments being over grown and an applicant waiting has been resolved by W Crisp passing over one of her allotment plots to Mr D Evans. They will liaise with each other to clear the plots etc.
Clerk to contact the Unpaid Work Unit to see if they could help clear the trees.

10. NEW BUILD UPDATE
This item has been moved permanently to the Hickling Playing Field or Recreation Ground charity agenda.

11. FUNDIND APLICATIONS
It was agreed that Mrs Maggie Prettyman could apply for grants/funding on behalf of the parish council.

12. DECISION TO GRIT
As the parish council could become liable if some areas were gritted and not others, it was agreed that no areas would be gritted by the parish council and therefore no extra grit bins were required.

13. GRASS CUTTING UPDATE
The clerk in the absence of Cllr D Pugh has sent out the grass cutting rotas, also the tax disc for the mower has been renewed and disc forwarded to Cllr D Pugh.
Mr S Chinman has resigned from the rota, Cllr D Pugh to adjust rota.

14. REVANISH OF BOTH NOTICE BOARDS
A quote for £80 has been received for the re varnish of both notice boards and all agreed to accept this quote.
Clerk to respond.
