Hickling Parish Council covers the village known as Hickling, North Norfolk, that comes under North Norfolk District Council.
The parish council is responsible for the upkeep of the parish staithe, community hall, recreation ground including the changing rooms, chapel pond area including the car park, allotments, seats, picnic table, bus shelter, grass cutting including the recreation ground and St Mary's unused churchyard.

Request for Dispensation was granted to Hickling Parish Council in respect of the Community Hall, the recreation ground and parish staithe trusts.

"Where the Parish council would not have a quorum to conduct the necessary business if those members who would otherwise have to declare an interest had to refrain from voting. In those circumstances sufficient members who do have to declare an interest can remain in the meeting to give a quorum. If a choice has to be made as to which members should exercise the dispensation and which should vacate, that should be agreed amongst the members present and if agreement cannot be reached then the Chairman should nominate the member or members necessary to remain in the meeting."

Class 3 - What our priorities are and how we are doing

An Annual Parish Meeting is held yearly between April & May when all parishioners are encouraged to attend. This is for parishioners to voice their opinions and for the various clubs/organizations in the village to give an update on their activities. The Parish council also give a brief overview of the previous year's activities and what they hope to achieve in the coming year.

Class 4 - How we make decisions

Every decision must be decided by a majority of the members present and voting on the decision. In the case of an equal division of votes the Chairman has a second or casting vote.

No business is to be transacted at any meeting of a parish council unless at least one-third of the full number of members are present, in no case can the quorum be less than three.

The parish council meets 11 times a year, (usually a Monday) and is open to the public and press except where the council formally resolves to exclude the public and press from all or part of the meeting on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business. This decision must be taken by the council.

All parish council meetings take place in the Community Hall at 7.15pm for parishioners question time prior to the formal parish meeting at 7.30pm.

Working parties make no decisions, only to advise the parish council and meet when necessary

Responses to planning applications

Planning Applications are voted on at the relevant parish council meeting and comments emailed/posted to the District Council within the time limit given, if this is prior to a council meeting the Clerk contacts the Planning Working Party and as many councillors as possible to get a majority decision.
The parish council cannot permit/refuse any planning application this decision is taken by the District Council.
